Grease a 9x13-inch baking pan with butter or line it with parchment paper to make removing the treats easy.
Melt the Butter and Marshmallows: In a large pot over the stove, melt the butter over low heat. Add the mini marshmallows to the melted butter and stir until completely smooth.
Stir in the Carnation Chocolate Malt Powder and vanilla extract once the marshmallows are melted.
Remove the saucepan from the heat and add the Rice Krispies cereal to the melted marshmallow mixture. Stir until the cereal is evenly coated with the marshmallow mixture.
Pour the mixture into the prepared pan. Use a rubber spatula to press the mixture in an even layer into the pan. Be careful not to press too hard, making the treats too dense.
Allow the treats to cool at room temperature until they are set, about an hour. For quicker settings, you can place the pan in the refrigerator for about 20-30 minutes.
